Marking a major shift in her coaching journey, the 34-year-old coach has resigned her post with the England Women’s Under-23 national team to take over as head coach for National Women’s Soccer League expansion side Bay FC.
She takes over from Albertin Montoya, who led the San Jose-based club during its first two seasons in the top-flight American league. Montoya had revealed in September his intention to step down at the conclusion of the 2025 campaign, a season which saw Bay FC end up 13th in the 14-team standings.
“It has been a privilege to serve my time with the FA,” remarked Coates. “The experience has been formative both in my career and as an individual. This feels like the right moment to push myself in a fresh challenge.”
Since taking charge in 2023, Coates managed the England U23s through fixtures including a narrow win over Norway in the European U23 League and a 4-2 friendly defeat to the United States. She will be joined to America is her England assistant, Gemma Davies, a former Aston Villa manager in the WSL.
Kay Cossington, a one-time Football Association technical lead, praised Coates's qualifications: “Coates is an outstanding tactician, but she also has a strong record of nurturing talent to thrive domestically and internationally.”
“Coates excels at leading of teams and environments and has the football vision we were seeking,” added Cossington.
The club experienced a rollercoaster start to its NWSL existence, securing a playoff spot and losing in the playoffs in its debut season before slipping to a 13th-place finish in 2025.
The new FA women’s technical director, Gavin Step, bid farewell to the departing duo: “We thank Emma and Gemma for their service and wish them all the best with their next chapter. They have played a crucial part in bolstering the progression route between the WU23s and the senior squad.”
“Their work has directly shaped the development of many young players who have progressed into senior Lionesses,” he finished.
Since taking over Mo Marley in 2023, Coates has overseen the rise of several players to the Lionesses squad, including playmaker Lucia Kendall—who recently scored her first Lionesses goal—and forwards Michelle Agyemang and Aggie Beever-Jones.
The search for new U23 coaching staff has begun, with the aim to continue the progress of the Women’s Under-23s setup in the future.
